Hill East Waterfront
Hill East Waterfront comprises 67 acres along the western shore of the Anacostia River and at the eastern gateway to Capitol Hill.

The area was formerly known as Reservation 13 and is bounded by Independence Avenue SE on the north, 19th Street SE on the west, Congressional Cemetery on the south and National Park Service land on the east.

Plans call for Hill East Waterfront to be transformed into a vibrant, mixed-use urban waterfront community in accordance with the Hill East Master Plan approved by the DC Council in 2002. This new waterfront community will connect the surrounding Hill East neighborhood to the Anacostia waterfront via tree-lined public streets, recreational trails, and accessible waterfront parklands.

Hill East Waterfront can become a model for the development of sustainable public infrastructure for storm water management and energy conservation. Once complete, the site could accommodate more than 5 million square feet of new development, including residential, retail, and mixed-use buildings. A 2-acre portion of the site will be set aside for development of new healthcare facilities. Neighborhood plazas and parks will provide central gathering places.

The first steps in this process are already well underway. Engineering designs are nearly complete for the extension of Massachusetts Avenue SE from 19th Street to the proposed Monument Circle. An interim plaza has been completed on the site of the future Village Square at the Stadium/Armory Metro Station. Demolition of the first vacant building will take place during 2008 to make way for the new road network.

The Office of the Deputy Mayor for Planning and Economic Development (DMPED) has issued a Request for Expressions of Interest (RFEI) from prospective master development teams for a 50-acre portion of the Hill East Waterfront site.
